BACKGROUND

Hospital Management Society is a part of the efficient management system under National Rural Health Mission. National Rural Health Mission – an ambitious project launched by Govt of India on 12^th April 2005, intends to develop infrastructural facilities of the health institution, improve quality care, provide care to mother and children and augment the poor health indicator of the country eg Infant Mortality rate, Maternal Mortality rate, elimination of leprosy, eradication of Polio etc; and also subsumes Indian System of Medicine (Ayurveda, Yoga, Unani, Siddha) and Homeopathy.

It was observed that all most all the health institution in Govt setup are in bad shape, ill equipped and badly managed. Under Hospital Management Society, important public personalities have been included. They are the Chairman of the Zilla Parishad, Members of the Zilla Parishad and Anchal Samity, from NGO besides District Heads & Executives of the work Departments, so that the people have a say in sharing the responsibilities in managing the health centres.

THE BROAD OBJECTIVES OF THE SOCIETY

1   To suggest ways and means to upgrade and modernize the health care services being provided by concerned Hospital / Health facility.

2   To collaborate and coordinate with concerned agencies responsible for the implementation of National Health Programmes.

3   To organize outreach services and health camps at health facilities / villages under the jurisdiction of the hospital.

4   To monitor quality of Hospital services and obtain regular feedback from the community and the users.

5   To generate resources through the communities, to recommend levy of user fees from those who can afford to pay with a view to ploughing the resources for development of the hospital.

SOME SPECIFIC OBJECTIVES

1   Ensure accountability of the public health providers to the community.

2   Introduce transparency with regards to management of fund.

3   Generate resources locally through donations, user fees and other means.

4   Establish affiliation with private institution to upgrade services.

5   Undertake construction and expansion of hospital buildings.

6    Improve participation of the society in the running of the hospital

7    Ensure scientific disposal of hospital waste.

8    Ensure subsidized food, medicines and drinking water and cleanliness to the patients and their attendants.

9    Ensure proper use, timely maintenance and repair of hospital building, equipment and machinery.

With these broad and specific objectives, Hospital Management Society is formed on 18^th September 2006 In a General Meeting held in the Conference Hall of the Siang Guest House. The Society was registered with the Registrar of Societies, Arunachal Pradesh on 21^st September 2006 under The Societies Registration Act, 1860 (Extension to The Arunachal Pradesh Act, 1978) vide No SR/ITA/3573 dated Naharlagan the 21^st September 2006.

However, even before the Hospital Management Society is formed, we had a Hospital Development Committee, established in 2002. The system of collection of user fees, public toilet, drinking water and information system all exist and the fund so generated was maintained through Hospital Development Fund.
